About the role

As our Compliance Manager for PUWER, you’ll play a vital part in keeping our 3,800‑site estate safe, legal and fully functioning for customers, colleagues and stakeholders. You’ll lead the national strategy for PUWER compliance—making sure our equipment is suitable, well‑maintained and assessed to the highest standards.

Working closely with our Heads of Maintenance and field teams, you’ll shape how we manage equipment safety across refrigeration, HVAC, bakery, mechanical systems and more. You’ll bring expertise, clarity and confidence to a fast‑moving environment, helping us deliver exceptional service, reduce downtime and continually improve how we work.

This is a National based role and the Hiring Manager is Daniel Villiers.

You will be responsible for

PUWER Expertise & Governance

  • Act as the subject matter expert for PUWER across retail engineering assets including refrigeration, HVAC, mechanical systems, bakery equipment and other relevant work equipment.

  • Lead national governance for PUWER inspections (Reg 6), maintenance (Reg 5), competence (Reg 9) and evidence management.

  • Validate contractor scopes and quotes for PUWER inspections and remedial works—ensuring alignment with PUWER regulations, manufacturer guidance and Tesco standards.

Standards, Procedures & Assurance

  • Develop PUWER standards and ACoP‑aligned procedures covering selection, guarding, controls, isolation, warnings/markings and equipment suitability.

  • Review completed remedial works to ensure they meet regulatory, British Standard and internal Tesco requirements.

  • Oversee quality assurance of PUWER risk assessment actions, ensuring accurate translation into work orders and timely completion.

Collaboration & Stakeholder Support

  • Provide national support on PUWER compliance and legal matters to senior stakeholders, offering clear actions and improvement plans.

  • Work closely with the Engineering Design Team to embed PUWER considerations early in equipment design—covering suitability (Reg 4), specific risks (Reg 7), control systems (Reg 18) and guarding (Reg 11).

  • Identify systemic PUWER issues across the estate and lead targeted improvement programmes with the Property team.

Team Leadership & Operational Delivery

  • Manage our PUWER administration team based in Tesco Business Solutions Bengaluru, ensuring efficient scheduling, information management, remedial tracking and compliance reporting.

  • Drive improvements in how we manage the PUWER register, including automation, scheduling, alerts and standardised evidence packs.

  • Support national incident response for PUWER‑related events, providing technical guidance and contributing to investigations and corrective actions.

Deliver exceptional service with year‑on‑year reductions in cost lines and downtime while maintaining full legal compliance.

  • Ensure accurate documentation and evidence capture to support audit trails and regulatory inspections.

  • Reduce incident rates and improve mean time to resolve PUWER‑related events, ensuring cost per risk point is continually reduced.

What you'll bring

  • Deep knowledge of PUWER regulations and their application across a diverse engineering estate.

  • Strong technical understanding of mechanical, electrical and control systems.

  • Experience leading compliance programmes or engineering governance in a large, multi‑site environment.

  • Ability to influence senior stakeholders and collaborate across operational, technical and design teams.

  • A passion for safety, continuous improvement and delivering great service.

  • Strong leadership skills with experience managing remote or offshore teams.

You will need

  • Advanced technical knowledge and understanding of PUWER and associated regulations / experience managing the assurance of PUWER in equally large and complex organisations 
  • Considerable and demonstrable technical and maintenance engineering experience
  • Experience in a similar scale remote / site maintenance engineering business
  • Senior stakeholder management and Influencing skills
  • Qualified in Engineering discipline / time served level 3 / HNC or above 
  • Engineering Innovation through collaboration with stakeholders
  • Experienced in lean methodologies, RCA and PM techniques 
  • Hold professional registration
